The Human Resource Services Specialist provides support services to satisfy the overall operational objectives of the Human Resource Office (HRO). The primary objective is to provide services and deliverables through the performance of staffing specialists/ classifiers with expertise in Federal and Navy staffing, classification, and position description (PD) development.


 

Work you’ll do

  • Be involved in the process associated with the tactical recruitment phase, such as developing job analysis/essential task statements, processing requests for personnel actions documents, assisting with
  • Participate in large-scale recruitment efforts and ensure recruitment request packages are complete and ready for action as it relates to staffing.
  • Provide an advisory classification of positions using Office of Personnel Management (OPM) position classification and job grading standards as it relates to classification advisory.
  • Develop organization charts and develop draft position descriptions (PDs) for NAVFAC PAC, including Standard PDs as it relates to classification advisory.
  • Work with the NAVFAC PAC area of operation (AO) hiring managers to update, consolidate, and standardize existing PDs and develop new PDs as it relates to PD development and review.
  • Other duties as assigned.
 

 

Qualifications

  • Bachelor’s degree is desirable, but not required.
  • 3+ years of experience.
  • Secret clearance required.
  • The position requires a COVID vaccination or an approved accommodation/exemption for a disability/medical condition or religious belief.
 

 

Knowledge, Skills, and Abilities

  • Working knowledge or be able to learn and apply knowledge to write and develop federal PDs, staffing, and classification, that are in accordance with OPM, OCHR, & NAVFAC rules, regulations, and procedures.
  • Advanced skills in problem-solving.
  • Good work ethic and active desire to learn.
  • Skillful time management and organizational skills to set and meet deadlines.
  • Excellent written and oral communication skills.
  • Ability to work both independently and within a team.
  • Ability to work effectively in a team environment to encourage collaboration, innovation, and continuous improvement.
  • Ability to meet minimum clearance requirements.
