The hourly rate for this position is $57.70.

 

The Business Analyst, Intermediate supports the management consulting activities alongside the project/program manager, technical staff, and federal clients for IT strategy and business support services. The Business Analyst, Intermediate is responsible for the technical, contractual, administrative, and financial aspects of the assigned task(s) as assigned by the Federal Task Lead. Duties may include high-level analysis and support related to statutory requirements and compliance, assignments to support the Bureau mission/strategic goals, business process reengineering, implementation plans, configuration management, change management, IT asset management, IT service request fulfillment, and/or integration of IT investment processes to other procedures and disciplines.

 

Duties and Responsibilities:

  • Assist Federal Capital Planner in providing internal and external analysis services to management and technical staff with supporting IT investments and solving complex IT project management issues in accordance with federal laws, regulations, and procedures.

  • Assist with planning and conducting research and development work on projects of major complexity with the origination and application of new and best practices techniques.

  • Identify best practices and create and assess performance measurements.

  • Assist in reviewing and analyzing cost, schedule, and performance requirements for federal IT investments.

  • Apply consistent management approaches to IT Portfolio Management to increase the data quality of data through best practices and documentation.

  • Other duties as assigned.

 


Minimum Qualifications:

  • Bachelor’s degree OR.

  • High school diploma or GED and 4+ years of equivalent experience.

  • 5+ years of relevant experience is required.

  • Must have high-level experience with program management and analytical background.

  • Background check required and must be able to obtain public trust prior to start.

 

Knowledge, Skills and, Abilities:

  • Extensive knowledge of and experience working with Capital Planning and Investment Control (CPIC) with federal government framework.

  • Extensive knowledge of and experience working with FEA, SDLC, IT security management, and risk management.

  • Knowledge of and experience with federal IT investment laws, regulations, and processes, including but not limited to FITARA, the Clinger-Cohen Act of 1996, Title III of the eGovernment Act of 2002, and FISMA.

  • Ability to review and analyze cost, schedule, and performance requirements for federal IT investments.

  •  Knowledge of OMB reporting requirements and adapting internal reporting to align with applicable external.

  • Ability to apply consistent management approaches to IT portfolio management that increase the quality of data through best practices and documentation.

  • Excellent verbal and written communication skills and leadership skills

  • Strong coordination, organization, teaming, and communication skills.

  • Must have excellent organizational, scheduling, and prioritization skills.

  • Must have the ability to maintain a high level of confidentiality, ethics, and integrity.

  • Ability to work well individually or in a group setting.

  • Ability to interact with co-workers to develop a team environment.

  • Ability to work under pressure and time constraints.

  • Ability to work independently without direct supervision or guidance.
