The General Engineer/Architect: Construction supports the 355th Civil Engineer Squadron (355 CES) at Davis Monthan, AFB with the programming of projects for future year execution. The General Engineer/Architect: Construction performs enterprise business system data entry, prepares supporting documents, validates currency and completeness of BUILDER™ Sustainment Management System (SMS) data, works with customers to define project requirements, prepares cost estimates, drafts DD Form 1391s, and advises the 355 CES on recommended procurement strategies. The General Engineer/Architect: Construction assesses applicable cost basis, and investigates applicable recent, relevant project data that could serve to improve the fidelity of the cost estimate. All requirements will be completed following AFCEC business rules. In conjunction with the primary duty of programming, on a less frequent basis, the General Engineer/Architect: Construction may perform work in the construction management, program/base development, and/or operations and maintenance (O&M) functions.
Duties and Responsibilities:
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
• Bachelor's degree in engineering or architecture and 5+ years of experience as a design engineer or project manager.
• Background check required.
Knowledge, Skills, and Abilities:
• Relevant experience, including but not limited to a comprehensive knowledge of engineering principles and analytical techniques to support complex engineering assignments relating to civil engineering disciplines (mechanical, civil, electrical, or architecture).
• Must have experience in gathering data to solve complex technical problems and be able to follow established project-related procedures and complete established project milestones.
• Must have experience utilizing Microsoft Office applications, BUILDER™ SMS, TRIRIGA /NEXGEN IT (desired), E-Gordian/e4Clicks (desired), AutoCAD/ Revit (desired) at a minimum.
• Ability to develop presentations and advocate for program items to the installation facility board and higher reviewing activities.
• Must be able to develop and submit appropriate forms such as Base Civil Engineer Work Request and the Military Construction Project Data that validate the request requirement(s).
• Demonstrated ability to discern the true nature of problems from imprecise descriptions and to refer problems to the proper individuals for resolution.
